Rioacha is an “up and coming” tourist destination in Colombia. And located in La Guajira you can expect some wind here, it’s not the location you’d choose for a kite holiday. But if you are passing trough you can get out on the water.
On the more exciting side you have the flat water lagoon, Cienaga Buenavista north of town. When the water-level is high enough in the lagoon it’s an exciting flat-water option.
