Mayapo, north of Rioacha, has the same wind season as Santa Veroncia with the strongest wind coming in January until april more or less.

Flat water lagoons in Mayapo
There are some interesting lagoons here you could kite in. But they are rather small and shallow so be carefull. And depending on the rain that came during the year there might not be water in the lagoons at all.
